I’m Pretty sure you can make contact with players agents it’s the contact with the player directly which is prohibited.

Surely part of the job of an agent is to hawk their player around to get them either the best contract at their current club or the best deal at another club?
They have to be able to speak to other clubs to do that and do not permission from the current club.
Have Liverpool given Salahs agent permission in the past to sound out interest from other clubs? Of course not.
