I’m not itk but had a look online.
Liverpool’s own website has a page on crests and this very one was used in the late 1940s “as an alternative crest that was used on merchandise, match day programmes, letterheads and more. It’s last known use by Liverpool was in the early 1980sâ€.

Yeah I used to have 1 of the on a old red and white quadrant liverpool flat cap. Things you take for granted when your a kid eh.
