I’m not too sure, But I think I might have seen it mentioned somewhere that at the moment we don’t have money available for transfers and that we don’t have capacity in the squad for non-HG players at the moment.

If they spent on some top players and you realised you were short maybe you could bring forward a transfer that you were planning for a year down the line. It was just a question to see if it was possible.

I'm pretty sure Klopp and his staff wouldn't just suddenly realise they were short just because other clubs are splashing the cash.
They see the squad every day, they'll know where they need to strengthen long before any transfer windows open.
It's only the fans with transfer fever that start getting flustered when other clubs start making high profile expensive signings.
