I get your frustration but it's all relative.
Firstly, the club probably pay it so he doesn't care. Clubs argue over millions of pounds in transfers and GBP45k is chump change to them.
Secondly, it is a small amount to him. If you had to pay a GBP25 fine it probably wouldn't be the end of the world to you.
