The Millwall fan ed, was he qualified and just happened to be there?

{Ed001's Note - he would have to be qualified or the game would have been called off. He was there to support Millwall. It has happened fairly often in the past but these days there is normally an assessor or similar that will step in and take over the 4th official role.}
