The deal with go thru, IMO. Deschamps has told all his players that they should get their transfers sorted before the WC so no distractions. Lyon's CEO Jean Michel Aulas was prolly hoping for Fekir to do well at the WC hence, start a bidding well BUT it sounds like Deschamps is trying to win a WC so he won't be doing any special favors and playing a player who he may or may not need during the WC so he can get Lyon more money when he is sold. If Fekir (who has said it is LFC or bust) does not get on the field in Russia, the prices goes down and LFC prolly look elsewhere hence, Aulas ends up embarrassed and greedy hence, Fekir is furious. This may explain why the deal had to be done now. I have no special info on this. Pretty sure, Ed02 will tell me that I'm thinking way too much about this, lol.
