Evening eds, and reds, a question for ed02 if your about, I've been having a discussion with a friend about emre can and his contract coming to an end, when I mentioned he can only negotiate with teams outside the pl he said I was wrong, I then looked up the Bowman ruling and it doesn't say any where about only being able to sign pre Contract with foreign clubs. Is this a rule brought in by uefa or the different governing bodies in each country, thanks,

He won’t be going to Newport Ed.
He wants trophies and European football so no doubt he will be signing for TNS.
