I agree and think that the only judgement required in these cases should be factual i. e. did the ball hit the arm? was the arm tucked in against the body? Other than that it's entirely subjective when discussing intentional, impossible to judge fairly and builds in a massive amount of unnecessary ref inconsistency. As long as it was applied uniformly it shouldn't be a problem.

The actual guidance referees are given is pretty straight forward and surely if you think most handballs are barely deliberate then why would you argue you should give an automatic infringement. The whole point is to stop a deliberate action producing an unfair gain. It is noticeable that since it was clarified there have been far more cases of defenders keeping their arms down and close to their body, one of the occasions where clarifying has helped players know what they can and cannot do. Just giving an infringement anyway surely just gives all the advantages to attacking players, including aiming at the upper body when nothing else is on.

As a player I find it incredibly frustrating when a ball, is deflected or bounces randomly, hits my hand and the red gives it as deliberate. If I protest and say I did not do it deliberately and he stands by his decision he is calling me a liar. I’d much prefer the rule to be: ball hits your hand and you gain an advantage Fk. Ball hits your hand and it is deliberate FK and yellow.
